Free Right Turns

regarding Chapter 18: Signalized Intersections

We have a few situations where we are trying to model a free right turn lane at a signalized intersection. On Page 18-9, it says, “Only right turns that are controlled by the signal should be represented in the right turn volume input to the automobile methodology.” Does this mean we don’t include free right turns (and any associated delay) when we run these calcs? If the answer is that they are to be included, where is that methodology found in the HCM?

You are correct that if the right turn is not controlled by the signal, then they are not entered into the analysis for the signalized intersection methodology
