regarding Chapter 13: Freeway Merge and Diverge Segments

I am currently trying to calculate the level of service for a diverge segment under with the condition of having one freeway lane in the direction of analysis. The maintaining agency currently has lane closures and there is only one lane open upstream and downstream of the diverge segment. My issue is that HCM/HCS defines a freeway as 2 lanes or more in each direction. Any suggestions?

You might consider doubling the freeway volume to model the diverge using the standard procedures as suggested in HCM6E for modeling ramp access to a single-lane managed lane, being careful to check capacity values.
