regarding Chapter 17: Urban Street Segments

The equation for calculating segment Bicycle LOS (Equation 17-45) adds a constant of 2.85. Consequently, it is really difficult to ever have a segment BLOS better than C, even if the link and intersection have really great BLOS A. In turn, Facilitity BLOS (Equation 16-9) will also result in LOS C or worse.

We are trying to calculate facility BLOS for a few facilities throughout a community. Even though, the links and intersections have mostly BLOS A, the facility result is BLOS D.

How are people dealing with this? Are we missing something?

You are not missing anything. Others have noted the same situation and, in fact, the HCQSC is currently looking into the degree to which this is problematic and whether/how it should be addressed. Equation 17-45 represents the best statistical model that was evaluated during NCHRP 3-70, Multimodal Level of Service for Urban Streets. In that regard, the difficulty in achieving LOS “A” or “B” may be indicative of the difficulty in providing user-perceived comfortable bicycling conditions within the (primarily arterial) roadway environment. That said, you may want to consider using a link-based evaluation for your analysis, as described at the top of Page 17-56. The link-level model, which includes a much lower constant, is regularly used by communities throughout the United States for network-based analyses.

I found this to be a surprising statement when I read this in the HCM, considering that this methodology is still relatively new. It seems like most communities and agencies are still researching how best to apply MMLOS standards. Where in the United States are link-level analyses regularly used for network analyses?

The link-level bicycle and pedestrian LOS methodologies, while only recently incorporated into the HCM, were both developed (and published in TRR) more than a decade ago. I can personally speak to more than two dozen municipal, county, MPO, and state DOT agencies which have used the models for to analyze their networks. Many of those are in Florida (where the methodologies were originally developed and first adopted at a statewide level), but many others are scattered throughout the country. I suspect the total number of agencies is much greater.

In Delaware, the link-level bicycle LOS methodology is used (equation 17-40 in HCM 2010). Link-level BLOS can be calculated using the equation within HCM 2010 as well as within the Streets module of HCS 2010. However, the input of two signalized intersections are needed in order to calculate using HCS 2010. The League of Illinois Bicyclists (LIB) also developed an online calculator for the BLOS link formula http://www.bikelib.org/roads/blos/blosform.htm
