I purchased the electronic copy of the entire HCM Manual which does not come with a serial number. Can I still get access to Volume 4?

I am a PHD student (University of Sciences and Technology of Oran.ALGERIA) working on capacity and delay at traffic signals focusing on left turning permitted and protected movement from shared lanes . I will be very grateful to you if you could provide any documents relating to the topic, specially HCM 2010,my supervisor asked me to work with it and here we can not afford to buy it(we don't have access to the electronic version). According to TRB, if you purchased a copy of the electronic version of the HCM and did not get a serial number, send an e-mail to TRBSales@nas.edu to request a serial number. You will need to provide the details of your purchase.
