Highway Capacity Reductions with OSOW Loads

Does anyone have experience with determining the reduction in highway capacity when adding an oversize overweight load into a tw0-lane and three-lane freeway scenario? The OSOW load is moving at 45- 55 mph while the posted speed is 65 mph. We observed this OSOW load is a rolling bottleneck that tends to impede traffic from getting around it. Would like to understand what calculations may be available or appropriate to estimate the reduction in capacity.
